Full Charge Bookkeeper

A full charge bookkeeper runs the books through to monthly financial statements with no accountant above the work. See what two adopted specs require.

A full charge bookkeeper is a bookkeeper who carries one organization’s books all the way through the accounting cycle, from source documents to a monthly balance sheet, income statement and cash flow statement, with no accountant sitting above the work. The phrase names scope, not a credential: full charge means the whole charge, and the seat reports to the owner or the general manager rather than to a controller.

No standard-setter, licensing board or federal classification defines the title. What does define it, in writing, are the job specifications that employers adopt when they create the position.

What Two Adopted Specifications Actually Say

Hidden Valley Lake Community Services District states the scope in one sentence. The full charge bookkeeper handles all the accounting needs of the District including the preparation of financial statements and year-end closure, and the position will handle all the basic accounting functions of the District or supervise others in the basic tasks. The same document lists the seat as reporting to the General Manager, with a status of non-exempt (Hidden Valley Lake Community Services District, Full Charge Bookkeeper Job Description).

Newberry Community Services District, adopting its own version as board policy, puts the reporting line first: under supervision of the General Manager, the Full Charge Bookkeeper is responsible for managing the budget and expenditures of the District (Newberry Community Services District, Job Description, Bookkeeper, Full Charge, approved and adopted March 25, 2025).

Both put an operating executive at the top of the seat rather than an accountant, and that reporting line is the practical test for whether a seat is full charge.

The Duty List Ends at a Statement Somebody Else Reviews

The Hidden Valley Lake spec runs the whole cycle in one seat. It lists coding and entering vendor and expense invoices, preparing checks, billing customers, preparing bank deposits, processing payroll checks, managing accounts payable and accounts receivable, reconciling monthly bank statements, entering to the general ledger, accounting for fixed assets and depreciation, running a monthly trial balance to ensure general ledger accounts are in balance, and analyzing that trial balance and making adjusting entries to correct discrepancies (Hidden Valley Lake Community Services District, Full Charge Bookkeeper Job Description). The trial balance and the entries that clear it are covered in trial balance and adjusting entries.

Then comes the line that separates this seat from an ordinary bookkeeping seat. The spec has the position prepare a Balance Sheet, Income Statement and Cash Flow Statement at the end of each month for review by a contracted CPA or the Finance Committee, and upon verification submit the statements to the General Manager and Board of Directors with a statement of District financial position. It also has the position assemble information for external auditors for the annual audit.

So the output of a full charge seat is a financial statement package that leaves the building. Where the outside accountant who reviews it is a firm rather than a committee, that firm’s own service level is a separate question, drawn in audit vs review vs compilation.

The Title Has No Floor Under It

The title is not a classified occupation either. Searching the federal occupational database returns no occupation of that name, and the work resolves to the same clerical occupation that absorbs the payables and receivables titles, a mapping and its mismatch already worked through in accounts payable job description.

What settles the question is that the two specs above disagree with each other. Newberry requires thorough knowledge of budgeting, financial record keeping, accounting principles and QuickBooks Online, and names no degree and no certificate in its required qualifications. Hidden Valley Lake sets an associate’s degree in accounting or business as its minimum, prefers a bachelor’s, treats the Certified Bookkeeper designation as a plus rather than a requirement, and asks for a command of Generally Accepted Accounting Principles and Governmental Accounting Standards with 3 years of public agency accounting experience. Same title, two different floors, both of them lawful. What the voluntary bookkeeping credentials do and do not attest is set out in how to hire a bookkeeper.

One more thing follows from the scope. A seat that enters the invoice, cuts the check, reconciles the bank and then prepares the statement holds duties that a control design normally keeps apart, which is the problem worked through in accounts payable job description. Full charge is the employer’s name for concentrating them in one seat.

What a Full Charge Bookkeeper Is Not

  • A controller. A controller owns the accounting policy and the reporting, and usually has staff and a budget. A full charge bookkeeper executes the cycle, and in the Hidden Valley Lake spec may supervise others only in the basic tasks.
  • An accountant on the engagement. Preparing a client’s financial statements from outside the business is a professional service with its own standard, while an employee producing the same package internally is doing bookkeeping. The line between assisting and being engaged is drawn in AI bookkeeping.
  • A licensed credential. Nothing about the phrase is granted, examined or revoked by anyone. Nothing stops a person from carrying the phrase forward on the strength of one employer having used it in an offer letter.

Common Questions

Scope and reporting line. A bookkeeper may own a slice of the cycle, such as payables or payroll, and hand the rest to an accountant. A full charge bookkeeper owns the cycle end to end and reports it upward to an operating executive or a board. The underlying record keeping is the same discipline, described in bookkeeping.

Whatever the employer’s own adopted specification says. There is no license, no examination and no minimum education fixed anywhere for the title, and the two published specifications above set different bars for the same words.

In the specifications that use the phrase, yes. Hidden Valley Lake has the position prepare a monthly balance sheet, income statement and cash flow statement for outside review before those statements go to the general manager and the board.

Accountably places trained offshore accountants and tax preparers inside US CPA and EA firms, and a firm can grade a real block of that work on its own files through a trial task before any client file moves.
